The DARE program was originally created in 1983 as a joint adventure between the Los Angeles Unified School District and the Los Angeles Police Department. The program and comprehensive elementary school curriculum was designed by health and substance abuse educators. The DARE strategy focuses on assisting children with development of the "life skills" (i.e., decision-making, risk identification, peer pressure resistance) to make well informed decisions on how to avoid drug abuse. These life skills also help children with things beyond drug abuse (i.e., personal safety, resisting conflicts and violence). Essential elements of the DARE strategy are close collaboration between educators, law enforcement, parents and others, and focusing efforts on the transition period between elementary and junior high school.
